राज्य के सभी जिलों में साइबर क्राइम व सोशल मीडिया यूनिट (सीसीएसएमयू) गठित हो गई है। पहले चरण में 40 यूनिट का गठन किया गया है। इन यूनिटों को क्रियाशील बनाने के लिए आवश्यक कंप्यूटर, लैपटॉप, सॉफ्टवेयर व अन्य तकनीकी संसाधन उपलब्ध करा दिए गए हैं। ईओयू (आर्थिक अपराध इकाई) के एडीजी जितेंद्र सिंह गंगवार के मुताबिक दूसरे चरण में 34 यूनिटों के गठन की प्रक्रिया जारी है। सभी यूनिटों के लिए कुर्सी, टेबुल, आलमारी व अन्य आवश्यक इंतजाम किए जा रहे हैं। जिला स्तर पर 1 से 4 यूनिट खोले जा रहे हैं। इसके तहत 20 से कम थानों वाले जिले में 1 यूनिट, 21 से 40 थाने वाले जिलों में 2 यूनिट आैर 41 से 60 या अधिक थाने वाले जिलों में 3 यूनिट होंगे। सिर्फ पटना जिला में 4 यूनिट खोले जाएंगे। इसमें हर एसपी (ग्रामीण व शहरी) के लिए 1-1 यूनिट होंगे। सीसीएसएमयू की राज्यस्तरीय नोडल एजेंसी ईओयू में 5 यूनिट होंगे। इसके अलावा साइबर फोरेंसिक यूनिट व साइबर ट्रेनिंग एकेडमी में 1-1 यूनिट रहेंगे। हर रेल जिले (कुल 4 जिले) में भी 1-1 यूनिट काम करेगा।
1100 पुलिस अफसरों को मिलेगी ट्रेनिंग : गृह मंत्रालय की साइबर क्राइम प्रिवेंशन फॉर वीमेन एंड चिल्ड्रेन स्कीम (सीसीपीडब्लूसी) योजना के तहत देश में 2500 महिला पुलिस अफसर, 25 हजार पुलिस अफसर व 13 हजार न्यायिक पदाधिकारियों को ट्रेनिंग दी जाएगी। बिहार में कुल 2200 पुलिस अफसर, लोक अभियोजक व न्यायिक पदाधिकारियों को ट्रेंड किया जाएगा। इसके तहत 100 महिला पुलिस अफसरों समेत 1100 पुलिस अफसरों को साइबर क्राइम जागरुकता, 200 लोक अभियोजक व 200 न्यायिक पदाधिकारियों को तीन दिवसीय प्रशिक्षण दिया जाएगा। 50 महिला थानेदार समेत 700 थानेदारों को साइबर क्राइम अनुसंधान विषय पर 5 दिवसीय ट्रेनिंग दी जा रही है। इस कड़ी में बीते जून से अब तक 142 थानेदारों को ट्रेंड किया जा चुका है।
साइबर अपराध में सालाना 200 फीसदी हो रही वृद्धिसाइबर अपराध में सालाना 200 फीसदी वृद्धि हो रही है। पिछले वर्ष 500 से अधिक साइबर अपराध के मामले हुए। जिलों के स्तर से आैसतन हर रोज दो मामले तकनीकी सहयोग के लिए साइबर सेल के पास आते हैं। बड़े शहरों के अलावा राज्य के छोटे शहरों, कस्बों से लेकर सुदूर ग्रामीण इलाकों तक साइबर अपराध का ग्राफ लगातार बढ़ रहा है। ऐसे मामलों की जांच के लिए एक्सपर्ट अफसर व कर्मियों के साथ विशेष सेल की आवश्यकता लंबे समय से बिहार पुलिस महसूस कर रही थी। इसे लेकर ईओयू ने पिछले वर्ष जनवरी 2017 में सीसीएसएमयू के गठन के बाबत गृह विभाग को प्रस्ताव दिया था। फिलहाल साइबर अपराध की रोकथाम व नियंत्रण के लिए राज्य स्तर पर ईओयू में साइबर यूनिट कार्यरत है।
2 वर्षों के लिए पुलिस अफसरों की पोस्टिंगसीसीएसएमयू में पुलिस इंस्पेक्टर या एसआई की पोस्टिंग 2 वर्षों के लिए होगी। एक यूनिट में कुल 10 अफसर व अन्य कर्मी रहेंगे। हर यूनिट के प्रभारी कंप्यूटर में दक्ष इंस्पेक्टर स्तर के अफसर होंगे। साथ ही यूनिट में 3 दारोगा, 2 साक्षर सिपाही आैर 4 कंप्यूटर तकनीक विशेषज्ञ (1 प्रोग्रामर व 3 डाटा सहायक) की तैनाती होगी। यूनिट में तकनीकी एक्सपर्ट की भूमिका निभाते हुए प्रोग्रामर सभी प्रकार के साइबर अपराध, सोशल मीडिया व आईटी एक्ट के दुरुपयोग को लेकर दर्ज होने वाले मामलों की जांच में सहयोग करेंगे। सिपाही (डाटा सहायक) अपराधों के अनुसंधान में अभिलेखीय साक्ष्यों को प्राप्त करने में आईओ की मदद करेंगे।

गृह मंत्रालय में संबंधित नोडल प्राधिकारी के परामर्श से साइबर क्राइम से संबंधित अन्य देशों के साथ हुई पारस्परिक विधिक सहायता संधि (एमएलएटी) के कार्यान्वयन से संबंधित सभी गतिविधियों का समन्वय करना

यह कार्य राष्ट्रीय साइबर जोखिम विश्लेषण यूनिट से पूरा किया जाएगा, जो विधि प्रवर्तन कार्मिकों, निजी क्षेत्र के व्यक्तियों, शैक्षणिक संस्थाओं और अनुसंधान संगठनों को साइबर क्राइम के सभी जटिल स्वरूपों का विश्लेषण करने में सामूहिक रूप से कार्य करने के लिए एक प्लेटफार्म मुहैया कराएगा
जोखिम विश्लेषण यूनिट साइबर क्राइम जोखिम आसूचना रिपोर्टे भी तैयार करेगी और विशेष साइबर क्राइम केन्द्रित चर्चाओं पर आवधिक परिसंवाद आयोजित करेगी
विधि प्रवर्तन विशेषज्ञों और उद्योग विशेषज्ञों को एक साथ लाने के लिए मल्टी-स्टेकहोल्डर माहौल तैयार करना
2. राष्ट्रीय साइबर क्राइम रिपोर्टिंग
यह इकाई विशेषज्ञ जांच टीमों का सृजन करने के लिए राज्य और केन्द्र स्तरों पर पहले से स्थापित जांच इकाईयों और अलग-अलग क्षेत्रों के विशेषज्ञों के साथ मिलकर काम करेगी
तेजी से बदलते साइबर क्राइम खतरों के संबंध में वास्तविक समय पर कार्रवाई करने की क्षमता रखेगी
साइबर और साइबर जनित अपराधों की जांच करने के लिए सहभागियों के साथ सहयोग करने में समर्थ होगी
3. संयुक्त साइबर क्राइम जांच टीम के लिए प्लेटफार्म
इसका उद्देश्य मुख्य साइबर क्राइम थ्रेट और लक्ष्यों के विरुद्ध आसूचनाजनित अभियान चलाना और समन्वित कार्रवाई करना
इससे साइबर क्राइम के विरूद्ध संयुक्त पहचान करने, प्राथमिकता, तैयारी और बहु-क्षेत्राधिकार रखने की सुविधा मिलेगी
4. राष्ट्रीय साइबर क्राइम फोरेन्सिक प्रयोगशाला (NCFL) पारिस्थितिकी
नई डिजीटल प्रौद्योगिकी और तकनीक के परिणाम के रूप में साइबर क्राइम का फोरेन्सिक विश्लेषण और जांच
जांच प्रक्रिया को सहायता प्रदान करने के लिए एक केन्द्र विकसित करना। एनसीएफएल और सम्बद्ध केन्द्रीय फोरेन्सिक प्रयोगशाला को विश्लेषण और जांच कार्यकलाप करने के लिए ऐसे नए तकनीकी विकासों के साथ रूबरू रखने के लिए सुसज्जित और स्टॉफ युक्त करना जिनका प्रयोग करके नए तरीके अपराध किए सकते हैं
5. राष्ट्रीय साइबर क्राइम प्रशिक्षण केन्द्र (NCTC)
राष्ट्रीय साइबर क्राइम प्रशिक्षण केन्द्र (NCTC) की स्थापना साइबर क्राइम, प्रभाव परिरोधन और जांच, क्रत्रिम साइबर माहौल में प्रायोगिक साइबर क्राइम पहचान, परिरोधन और रेपोर्टिंग प्रशिक्षण देने पर केन्द्रित पाठ्यक्रम के मानकीकरण पर केन्द्रित करने के लिए की जाएगी
क्लाउड आधारित प्ररिक्षण प्लेटफार्म पर दिए जाने वाले मैसिव ओपन ऑनलाइन कोर्स का विकास
राष्ट्रीय साइबर क्राइम प्रशिक्षण केन्द्र साइबर हमलों और इस प्रकार के साइबर अपराधों की जांच के बारे में उन्नत प्रकार के कृत्रिम प्रशिक्षण हेतु साइबर रेंज की स्थापना पर भी ध्यान देगI
6. साइबर क्राइम पारिस्थितिकी प्रबंधन यूनिट
पारिस्थितिकी प्रणाली विकसित करना जो शिक्षाविदों, उद्योग और सरकार को साइबर क्राइम आधारित सुस्थापित मानक प्रचालन प्रक्रियों को संचालित करने, उनकी जांच करने, साइबर क्राइम के प्रभावों और साइबार क्राइम पर कार्रवाई करने के क्षेत्र में एक साथ लाएगी
